Latency is measured from your browser over HTTPS: one warm-up query opens the connection, then three timed queries follow, so the figures reflect query latency rather than the TLS handshake. Resolvers answer from anycast locations near you, and repeat queries are usually served from their cache, which is exactly what makes the comparison fair. If a resolver shows as unreachable, your network or a browser extension may block it.
